The business model matters from the beginning
Singapore's Ministry of Manpower describes EntrePass as a route for eligible entrepreneurs operating a business that is venture-backed or owns innovative technologies. Its eligibility page sets out personal and company conditions, qualifying criteria and excluded business types. This is not a general residence route for every person who incorporates a small company. A prospective founder should first examine whether the actual business and their background fit the published criteria. Incorporation, a business address and a professional-looking pitch deck may be useful commercial steps, but they do not independently establish EntrePass eligibility.
Choose the qualifying basis you can substantiate
MOM lists several possible criteria connected with funding, recognised incubation, entrepreneurial achievements, intellectual property or research collaboration. Identify the basis that genuinely applies and map it to evidence. A founder relying on an investment round should be able to explain the investor, transaction and business involved. A founder relying on intellectual property should understand who owns it and why it provides the stated advantage. Avoid claiming every criterion loosely in the hope that something will work. A focused, well-supported application is easier to understand than a broad collection of statements that cannot be connected to verifiable records.
Distinguish research collaboration from ordinary services
MOM's guidance specifically distinguishes qualifying research collaboration from a contract for services. This is useful for founders working with universities or research institutions. Describe what research is being undertaken, how the founder participates and how it relates to the business. Preserve the agreement and identify the institutional contact who can verify the arrangement. Paying a university laboratory for a routine test should not automatically be described as a research partnership. The application language should reflect the substance of the relationship. Accurate descriptions also help the company understand its intellectual-property rights, deliverables and obligations beyond the immigration process. Check that the written agreement identifies the parties and remains current. If the collaboration has ended or changed, update the explanation before relying on it, rather than submitting an impressive announcement that no longer describes the business relationship.
Review the company’s age and ownership structure
The current eligibility page includes company registration, ownership and company-age conditions, including a different assessment approach where the company is older than the stated period. Check those provisions before choosing when to incorporate or submit. Build a simple ownership diagram and make sure it agrees with the official company records and investor agreements. If fundraising will dilute the founder's shareholding, examine the immigration implications before signing. The business's commercial structure and the pass requirements need to work together. An adviser should be given the actual cap table and planned transactions, not only the founder's informal description of being the owner.
The business plan should be operational
Explain the product, customers, competition, revenue model and the work required to operate in Singapore. Identify which assumptions have been tested and which remain uncertain. A plan built entirely from market-size claims can leave basic questions unanswered, such as who will buy the product and how the company will pay its expenses. Include a realistic account of the founder's role and the resources needed. This is practical business preparation rather than a promise that a particular format guarantees approval. The same clarity that helps an immigration assessor understand the business also helps the founder decide whether the proposed move is commercially sustainable.
Read renewal criteria before the first application
MOM publishes separate EntrePass renewal guidance. A founder should examine it before applying, because a business that can explain an initial concept must also be able to support continuing eligibility as it develops. Record the evidence likely to be needed over time and build reliable accounting and employment records from the beginning. Do not wait until a renewal deadline to reconstruct expenditure, hiring or business activity. If the company changes direction, obtain advice on the effect on the pass. A startup's need to adapt is real, but immigration obligations should be considered as part of that adaptation rather than discovered afterward.
Family arrangements are not automatic
The EntrePass overview links to separate family-pass eligibility information. A founder planning a household move should read those requirements alongside the business plan. The ability to obtain an EntrePass does not necessarily mean every desired dependant arrangement is immediately available. Consider whether the family can relocate together, whether a spouse intends to work and how schooling will be funded while the business is developing. Keep the household budget separate from the company's operating funds. This helps avoid an immigration plan that appears viable on paper but depends on the startup generating immediate income or supporting permissions that have not been verified.
A founder’s final review
Use MOM's current eligibility, document and renewal pages to test the business before committing to an application service. Ask any adviser to identify the exact qualifying basis, the supporting records and unresolved issues. A hypothetical founder with a genuine research collaboration should prepare the collaboration evidence and ownership records, while another founder may rely on a different published criterion. Neither should assume that a standard incorporation package is the same as a pass strategy. EntrePass preparation is most useful when it connects a verifiable entrepreneurial profile with a real innovative business and a practical plan for operating and maintaining records in Singapore.
